It's either a Cooper's or a Sharp-Shinned.
Cooper's are bigger, but the picture can't help.
The narrow white tip on the tail suggests Sharp-Shinned, but it's hard to be sure with the tail closed.
A puzzlement.
I've never been mooned by a Cooper's Hawk before. A first!
